Cox Internet Outages

I paid for Cox Business Internet service. My experience, however, is that this service is not reliable enough for a business (though it has improved considerably for me since September 2004 and now seems to fairly consistently offer three nines of reliability). I use it for telecommuting; fortunately, I also go in to the office most days. A typical business ISP SLA guarantees 99.999% uptime, and pays out service credits if not met. That's 5.256 minutes (5 minutes, 15.36 seconds) of downtime per year.

On November 19, 2010, I switched from business to consumer service, and I expect performance to improve for two reasons: (1) I no longer have spammers hitting a mail server on my Cox connection and (2) I'm supposed to be getting service more than 5 times faster at lower cost (though due to contention on the service I'm getting much, much less than advertised). On the minus side, I've moved into a much worse Internet neighborhood that is constantly being hit by malicious traffic, much of it from China.

Called tech Matt at 5:09 a.m. who said my cable modem was up but he wasn't seeing packets from it, he suggested rebooting my router. I reset the cable modem and rebooted the router, no change. Sniffing traffic showed my router repeatedly sending out ARPs asking for the gateway but getting no response, as well as seeing other people's DHCP broadcast responses from their gateways and ARP requests from router IPs (but none in the same address range as my router). I called David at 5:22 a.m., who said that he was able to access my cable modem with one tool, but not with two others, and asked me to try using DHCP. DHCP worked, I was able to get an IP out of a different range and have access. He said he would leave a ticket for the local team and they would call me after they got in (at 7 a.m.), and said that in about 30 minutes I could try using a different static IP from the same address range to see if that would work (he assigned one for me to use). I tried that around 7:30 a.m., and it did not work. It appears to me that this is a head end router problem, probably caused by a configuration change that occurred at 02:58:20 this morning.
At 8:15 a.m. I called in again and spoke with Craig, who said that David had left a ticket for the "local market," and attempted some troubleshooting of his own. He escalated to the tier 3 support, who will check to see that my IP address is on the right card and call me back within the hour.
At 9:42 a.m. I received a call from Len, who informed me that last night five nodes were moved to a new device and two nodes were moved to another node, which was supposed to involve moving my IPs but did not. The result is that I need to be assigned new IPs--too bad about my DNS pointing to the old IPs, my IPv6 tunnel setup, and anything else dependent upon the old IPs. Thanks, Cox. They're clearly still not ready for real business that requires reliable uptime. (BTW, Len is probably the best support rep I've dealt with--he seems to get to the bottom of issues better than the rest.)
At 11:30 a.m. I returned home and switched to the new IP, and was able to ping the gateway but not reach anything beyond it. I called and spoke with Ron at 11:48 a.m., who verified that everything was correct on their end, and he correctly diagnosed the problem as my gateway (default route)--doh! I thought I had changed everything, but missed that. Ron correctly identified the problem the moment I mentioned that my router was a Unix box. I've forced my backup DNS servers to update, so everything should propagate over the next couple of days.

When I asked whether she can connect with the modem, she said she can connect with it enough to see that it is up, but nothing more than that, and it could be due to an outage in my area, though my area isn't listed as an outage area (though there are current outages). She said the work order is scheduled to be dealt with between 8 a.m. and noon--this turned out to be a request for a tech to come out, which is, as usual, unnecessary. My service went down again from 9:39 to 11:49, but this was due to a bug in my script that was supposed to try to use DHCP to get around the problem--it invoked DHCP at 9:39 even though it wasn't down, which screwed things up. So Cox only gets credit for the 06:19-09:36 outage which was their fault (a "provisioning problem").

The third outage was ended by switching IPs--my main IP still lacks connectivity. I ended up converting all my services to my second IP, as the primary firewall IP was still unavailable. At 9:57 a.m. on Monday, June 2, Cox called me to let me know that they had identified the customer who was stealing my primary IP (and who still had it, and would have it removed "within the hour"). Much of my email ended up being disrupted most of the weekend and not coming in until Sunday evening. The outages attributed here are really a gross underreport of the actual disruption that occurred with this incident. I requested that my old primary IP be discontinued, and repeated several times that I wanted to make sure that only the old primary IP was discontinued and not the secondary, because I didn't want to see further outages.

The tech I called at 12:50 p.m. to find out what the problem was said the work order was still open and it hadn't even been classified as an outage, but that it was probably a plant issue with signal levels at the pedestal. (I note that what was once an overhead cable from my house to across the street now goes into conduit in the ground and then to a pedestal right near the Qwest pedestal.)
